New Administrative Appointment Banner ImageOn November 13, the Osceola County School Board approved the following administrative appointments:

Photo of Dr. Carmen Balgobin
Dr. Carmen Balgobin, Executive Director of Charter and Educational Choices
During her career, Dr. Carmen Balgobin has held the following positions: Teacher at Evans High School in Orlando (1997-2002); Adjunct Professor at Nova Southeastern University and Ashford University (2003-2015); District Instructional Trainer and Coach for Multilingual Student Education Services for Orange County Public Schools (2005-2006); Assistant Principal at Engelwood Elementary (2005-2006); Assistant Principal at Citrus Elementary (2006-2008); Principal at Tildenville Elementary School in Winter Garden (2008-2014); Master Principal at Mollie Ray Elementary and Pine Hills Elementary (2014-2016); and Executive Area Director in the School Transformation Office for Orange County Public Schools (2016-present). She received her bachelor’s degree in Foreign Language Education from the University of Central Florida and her master’s degree in TESOL from the University of Central Florida and Nova Southeastern University. She received her Doctorate of Education in Organizational Leadership with a specialization in Educational Leadership from Nova Southeastern University.


Frank Telemko, currently Principal of Narcoossee Middle, will be Planning Principal at Harmony Middle School.

Gary Weeden, currently Principal of Kissimmee Middle, will be Principal at Narcoossee Middle School.

Beth Rattie, currently Principal of Adult Learning Center Osceola (ALCO), will be Principal on Assignment at Zenith Accelerated Learning Academy.
